| 02/06/2008 PricewaterhouseCoopers and Royal Haskoning are joining forces |
PricewaterhouseCoopers (PwC) and Royal Haskoning have signed a joint venture agreement to combine their knowledge in the field of Reach. Reach stands for the registration, evaluation, authorization and restriction of chemicals, the new European chemicals regulation. The collaboration combines Royal Haskoning's in-depth technical knowledge of chemicals with PwC's financial and administrative knowledge about Reach and the management of risks. Reach is one of the most complex environmental directives that the European Commission has issued.
PwC and Royal Haskoning have set up a Shared Service Desk. ‘This collaboration enables us to offer the industry a comprehensive package of services that will be needed in future to fulfil the Reach registration of chemicals,' said Arno Pouw, member of the Board of Management of PricewaterhouseCoopers. ‘For example, companies will need an independent party who can perform the role of Third Party Representative for their Reach registration or a party that can act for a consortium of companies working together on the registration of a particular chemical.'
Henry Rowe, member of the Board of Management of Royal Haskoning, said, ‘The collective services under the name of the Reach Shared Service Desk and the www.reachonlyrepresentative.eu website have already been up and running for a number of weeks and the interest being shown is overwhelming. We are convinced that this joint venture forms a solid base for providing a first-class service to the chemical industry at home and abroad'.
The new directive requires that a company must control the risks of all chemical substances and preparations that it produces in quantities of more than one tonne, that it imports into the EU, processes, uses or distributes. The combination of PwC and Royal Haskoning actively helps companies by supporting them in the registration of chemicals, gaining insight into strategic risks, gearing the organization to risk management, preventing obligations and avoiding supply problems.

| 31/03/2008 IUCLID 5 pre-registration plugin |
A plugin is an extension of the IUCLID 5 application. The pre-registration plugin adds the functionality of creating single and bulk pre-registration XML files in a format, which can be submitted to the European Chemicals Agency. You need to install the IUCLID 5 application in order to make use of this software.
With the pre-registration plugin you will be able to enter the required data, or extract the available information relevant for pre-registration, from your existing IUCLID 5 data sets. You will also be able to pre-register multiple substances under certain conditions.
If you have more than a few substances to pre-register, using this plugin for preparing your pre-registration is recommended.

This month the first IUCLID 5 training took place. The training, which was fully booked, is received with great enthousiasm, as can be concluded from the feedback we received:
"The course was an excellent introduction to IUCLID 5. It was well presented and structures with plenty of opportunity for individual tuition, questions answered and maximizing hands on experience of using the IUCLID 5 software"

We went ahead with thirtheen participants, some of which had come all the way from Korea. Most of the participants had the required background knowledge of REACH and no or little experience in IUCLID 5. Besides the training the program, opportunity to network and share experiences was offered in a relaxed atmosphere.

| 14/11/2007 The REACH Annex IV list of substances with minimal risk |
In November 2007 the EC provided industry the opportunity to submit a dossier for substances that meet the rather stringend minimal risk criteria for a REACH Annex IV listing.
Substances that comply with these criteria for minimal risk can be placed on the market without REACH Registration.
For substance with minimal risk and listed on Annex IV (pre)registration within REACH (including SIEF formation, exposure scenarios, chain communication) is not necessary. However the EC demanded that the dossier had to be submitted before November 30, 2007

The acceptance and use of chemical substances in the European Union has been laid down in the new REACH directive. This states that there should be a body in which member states work together to implement the policy. However there is no exact description of how this body should work. Four member states decided to define this collaboration better and Armand Dohmen of Royal Haskoning has been contracted to contribute in this process.
The aim of REACH is to control the risks of contact with chemicals. REACH stands for Registration, Evaluation, Authorization and restrictions of Chemical substances, and came into force on 1 June 2007. The Netherlands, Sweden, Denmark and Ireland were ahead of the game. Early 2006 they started a project to create collaboration among all member states. This is necessary for REACH. For support they called in Royal Haskoning, and the leader for Royal Haskonings efforts Armand Dohmen explains the four countries' initiative. 'If each member state approaches it in a different way, REACH will not work well. The countries don't have to do everything in exactly the same way, but there are a number of things that they will benefit from if done in a more similar way. For example, unambiguous registration for inspections so that countries can exchange information easily.'
Articulate or circumspect
Information exchange is also the most important objective of the FORUM, a body in which all member states have a seat. The FORUM will take off in January 2008. One of Royal Haskoning's tasks in the project is to in co-operation with Denmark draw up a draft set of rules for procedures, which Forum then can consider. ‘We want to see to it that the FORUM gets off to a flying start.'
Such a large-scale project inevitably has unusual features. ‘There are only a few times when all the member states are able to get together and then everything has to happen in one go. What's more you have to take account of the cultural differences. In the Netherlands we are used to having workshops with a group of articulate people. In other countries people are more circumspect and aren't so forthcoming. It's not an easy process,' continues Dohmen. ‘But that makes it all the more interesting. At the outset some thought it possible to agree upon how to enforce to a fairly high level of detail, while other preferred to keep it as broad as possible. In this project we are trying to reach agreement on this.'

| 20/08/2007 IUCLID 5 Training courses |
IUCLID 5 is the interface between the ECHA, the registrants and other stakeholders used for REACH-registrations. Registration can already be done from 1 June 2008 onwards. However, why wait until 2008? IUCLID 5 is already available for preparation of the required registration dossiers.
Royal Haskoning, in cooperation with the developers of IUCLID 5, has set up a series of IUCLID 5 training courses. The aim of the courses is to enable all different users (e.g. REACH Implementation managers, Regulatory managers, Toxicologists, IT application managers, etc.) to make optimum use of the functionalities offered in IUCLID 5.
As not everybody will need the same level of detail knowledge on IUCLID 5, Royal Haskoning offers two IUCLID 5 training courses: a two-day introductory course and a two-day advanced course.
Besides the introductory and advanced course, a one-day migration course is also available on request.
Training courses will be given in English. In order to ensure personal attention and interaction we have limited the group to a maximum of 15 participants.

Costs
The costs for these courses are € 1000.- per two-day course (introductory or advanced). These costs include coffee/tea, lunch and extended training materials.
Royal Haskoning offers a 10% discount for multiple subscriptions of one company.

Chemiezone.nl introduces the REACH Stoffenchecker!
Since the new REACH regulation has come into force, companies throughout the EU have been looking for ways to handle this new legislation. Producers, importers, distributors and downstream users have all been struggling to get REACH ready.
Fortunately, Sdu publishers, creator of Chemiezone.nl, has realized the REACH Stoffenchecker (REACH substance checker). The REACH Stoffenchecker is set up as a joint venture with Royal Haskoning, an authority on the market of safety and chemicals.
What is the REACH Stoffenchecker?
The REACH Stoffenchecker will help you solve a large part of the REACH puzzle. Companies can easily use this online tool to check a substance's REACH-status. Apart from this, they can:
- Inform down- and upstream users with the click of a button;
- Check the accuracy of the substance's identification
- Check the legal danger profile: we will provide you with a ‘guarantee' that if the substances is not mentioned, it is not officially regulated as such

| 09/05/2007 RIP 3.10 TGD final draft |
RIP 3.10: Technical Guidance Document for characterization and checking of Substance Identity.
The project was subject to an open call for tender and contracted in December 2004 to ROYAL HASKONING.
RIP 3.10 has been coordinated by JRC/ECB, assisted by DG Environment and DG Enterprise.
The final report for RIP 3.10 was delivered by the contractor in December 2005. It gave specific guidance for various types of substances. This included guidance on "well defined" substances, e.g. mono-constituent substances and multi-constituent substances, and guidance on Substances of Unknown or Variable composition, Complex reaction products or Biological materials (UVCB). However, additional work was required and JRC/ECB took the lead to finalise the document. This was done with written consultation of the SEG.
